Фундамент Ледового дворца спорта был заложен весной 1967 года. В то время в Советском Союзе Ледовые дворцы возводились только в городах-миллионерах. Руководство Чепецкого механического завода, обходя все запреты, строило новый объект как крытый каток. Во многом благодаря настойчивости и личному мужеству директора ЧМЗ Сергея Николаевича Архангельского, город получил спортивное сооружение подобного уровня. Строительство шло ударными темпами и завершилось за 2 неполных года. Торжественное открытие в Глазове Ледового Дворца спорта состоялось 14 декабря 1969 года. Наш ЛДС стал первым в Удмуртии и шестым в СССР.
В советское время на льду ЛДС выступали знаменитые фигуристы, чемпионы Европы, мира и Олимпийских игр Ирина Роднина, Алексей Ураков, Олег Протопопов, Людмила Белоусова. Проводились финальные игры Всесоюзных соревнований на приз “Золотая шайба”, чемпионат СССР по штанге, чемпионаты СССР по гандболу и волейболу, российские турниры по футболу. Благодаря ЛДС глазовчане стали свидетелями матчей по хоккею с участием московского «Спартака», ЦСКА, команд ветеранов сборной СССР.
Воспитанники хоккейной команды «Прогресс»:
Фахрутдинов Мисхат Кашафутдинович - заслуженный тренер России, мастер спорта международного класса. В сезоне 1976/1977 года дебютировал в составе команды «Прогресс». Выступал за команды Высшей лиги СССР «Ижсталь» и «Динамо». Игрок второй сборной Советского Союза с 1979 по 1987 год. Обладатель Кубка Шпенглера (1983) и Кубка Берлина (1986), Финалист Кубка СССР (1988). По окончании карьеры игрока перешел на тренерскую работу. Возглавлял клубы Швеции и Российской Федерации, юниорскую сборную России, с которой стал чемпионом мира. Лучший тренер ВХЛ в сезоне 2010/2011 года.
Горбушин Сергей Евгеньевич – мастер спорта СССР. Бронзовый призер Чемпионата СССР. Защитник. Воспитанник глазовского хоккея, играл в «Прогрессе» с 1975 по 1978 год. В детском, юношеском и взрослом хоккее избирался капитаном команд. Позже играл в Киевском «Соколе». Не раз выводил команду на игры с командами высшей лиги, был включен в список 33 лучших хоккеистов страны. В 1990-е гг. возглавлял второй состав сборной СССР.
Лубнин Сергей Николаевич - мастер спорта СССР. Защитник. Воспитанник глазовской школы хоккея. В составе юношеской сборной Удмуртии выезжал на товарищеские игры в Чехословакию. Сергей Лубнин - -первый из удмуртских хоккеистов, кому довелось завоевать медаль крупного международного форума. Весной 1977 года уроженец Глазова взял "бронзу" юниорского Чемпионата Европы, здесь же стал самым результативным защитником сборной СССР. Обладатель престижного международного трофея "Polaris Cup". В составе национальной дружины Украины выступал на Чемпионатах мира 1993 и 1995 гг. Тренировал клубы Украины, Белоруссии и России, а также национальную, молодёжную и юниорскую украинские сборные. Цвета "Прогресса" защищал в сезонах 1976/77-1977/78, 1986/87, 1994/95. В составе команды стал триумфатором Кубка России.
Астраханцев Константин Вениаминович – заслуженный мастер спорта Российской Федерации. Нападающий. Один из самых ярких и титулованных форвардов, воспитанных удмуртской школой хоккея. Константин Астраханцев начинал свой путь в СК «Прогресс» под руководством тренера А.А. Баженова. Играл в юношеских, юниорских командах. Не раз участвовал в крупных международных турнирах. В 1986 году в составе молодежной сборной СССР стал серебряным призером чемпионата Европы в Чехии. Лучший бомбардир сборной России 1992 и 1993 годов. На первенстве мира 1993 г. Константин Астраханцев – нападающий сборной России, завоевал звание Чемпиона мира. С 1994 года живет в Финляндии, играл в финских хоккейных клубах «KalPa», «RoKi».
В 1969 году в городе Глазов при спортклубе «Прогресс» была открыта школа фигурного катания. На глазовском льду началась спортивная карьера Елизаветы Сергеевны Туктамышевой (1996 г.р.), российской фигуристки, выступающей в одиночном катании.
Елизавета Туктамышева - Чемпионка мира 2015 года, серебряный призёр чемпионата мира 2021 года. Чемпионка Европы 2015 года, бронзовый призёр чемпионата Европы 2013 года. Чемпионка командного чемпионата мира 2021 года, серебряный призёр командного мирового чемпионата 2015 года и бронзовый призёр 2019 года. Победительница финала Гран-при сезона 2014/2015 годов и бронзовый призёр 2018/2019 годов.

Glazov’s sports history has many glorious pages. The first Ice Sports Palace in Udmurtia was built in this town, and it became the home ground for the Progress hockey team. Outstanding athletes of the USSR performed on Glazov ice and the sports career of figure skater Elizaveta Tuktamysheva began there.
The foundation of the Ice Sports Palace was laid in the spring of 1967. At that time in the USSR Ice Palaces were built only in the cities with the population over one million citizens. The management of the Chepetsky Mechanical Plant, bypassing all the prohibitions, built this new facility as an indoor ice rink. Largely thanks to the perseverance and personal courage of the director of the CMP Sergey Nikolaevich Arkhangelsky, the town received a sports facility of such a level. Construction proceeded at an accelerated pace and was completed in less than 2 years. The ceremonial opening of the Ice Sports Palace in Glazov took place on
December 14, 1969. Our Ice Sports Palace became the first in Udmurtia and the sixth in the USSR.
In Soviet times, famous figure skaters, champions of Europe and the world championships and the Olympic Games Irina Rodnina, Alexey Urakov, Oleg Protopopov, Lyudmila Belousova performed on the ice of ISP. The final games of the All-Union competitions for the Golden Puck prize, the USSR barbell championship, the USSR handball and volleyball championships, and Russian football tournaments were held there. Thanks to ISP, the citizens of Glazov witnessed hockey matches with the participation of the Moscow "Spartak" and CSKA, teams of veterans of the USSR national team.

Fakhrutdinov, Miskhat Kashafutdinovich - Honored coach of Russia, Master of Sports of international class. In the 1976/1977 season he made his debut in the Progress team. He played for the teams of the Higher League of the USSR "Izhstal" and "Dinamo". He was a player of the second national team of the Soviet Union from 1979 to 1987, winner of the Spengler Cup (1983) and the Berlin Cup (1986), finalist of the USSR Cup (1988). At the end of his career as a player, he switched to coaching. He headed the clubs of Sweden and the Russian Federation, the junior national team of Russia, with which he became the world champion. He was the best VHL coach in the 2010/2011 season.
Gorbushin, Sergey Evgenievich - Master of Sports of the USSR, bronze medalist of the USSR Championship, defender. A student of the Glazov hockey school, he played in Progress from 1975 to 1978. In children's, youth and adult hockey, he was elected the team captain. Later he played in the Kiev "Falcon". More than once he took the team to games with the teams of the major league, was included in the list of the 33 best hockey players in the country. In the 1990s. he headed the second squad of the USSR national team.
Lubnin, Sergey Nikolaevich - Master of Sports of the USSR, defender. He was a student of the Glazov hockey school. As part of the youth team of Udmurtia, he went to friendly games in Czechoslovakia. Sergey Lubnin is the first of the Udmurt hockey players to win a medal at a major international forum. In the spring of 1977, the citizen of Glazov took the bronze medal of the Junior European Championship, and here he became the most productive defender of the USSR national team and later the winner of the prestigious international trophy "Polaris Cup". As part of the national squad of Ukraine, he performed at the 1993 and 1995 World Championships. He coached the clubs of Ukraine, Belarus and Russia, as well as the national, youth and junior Ukrainian teams. He defended the colours of "Progress" in the seasons 1976 / 77-1977 / 78, 1986/87, 1994/95. As part of the team, he won the Russian Cup.
Astrakhantsev, Konstantin Veniaminovich - Honored Master of Sports of the Russian Federation, one of the brightest and most titled forwards brought up by the Udmurt hockey school. Konstantin Astrakhantsev began his career in SC "Progress" under the guidance of coach A.A. Bazhenov. He played in youth and junior teams. He has participated in major international tournaments more than once. In 1986, as part of the USSR youth team, he became the silver medalist of
the European Championship in the Czech Republic. He was the best scorer of the Russian national team in 1992 and 1993. At the 1993 World Championship, Konstantin Astrakhantsev, the forward of the Russian national team, won the title of World Champion. Since 1994 he has lived in Finland, played in the Finnish ice hockey clubs KalPa, RoKi.
In 1969, a figure skating school was opened in the city of Glazov at the Progress sports club. The sports career of Elizaveta Sergeevna Tuktamysheva (born 1996), a Russian figure skater performing in single skating, began on Glazov ice.
